program at the University of Potsdam, Germany.

Management Training for the Public Sector
Since 1999, the University of Potsdam in co-operation with the
Public Administration Promotion Centre (ZÖV) of the German Foundation for International
Development (DSE) offers a mid-career, post-graduate degree programme in Public
Management.
The Master of Public Management (MPM) program strives to equip
public sector professionals with the analytical and practical skills vital to meet their
societies’ need for excellence in public management and government. The focus of the
14-months, full-time program is on qualified graduates in economics, business
administration and management as well as the social sciences, with relevant professional
background and leadership experience in public sector organisations. Applicants are to
come mainly from the DSE’s partner countries and respective institutions. All MPM courses
are taught in English.

Quality Assessor Training
There are three (3) steps to become a full National Quality
Institute (NQI) Quality Assessor:
1) Follow the 2-day course “A Framework for
Effectiveness” given by the NQI.
The next sessions will be held on:
26/05/98 and 27/05/98 (Tuesday and Wednesday) complete
22/06/98 and 23/06/98 (Monday and Tuesday)
The cost per person for the 2-day course is $625.00. All participants will be billed
directly by the National Quality Institute. Cancellation fees apply.
2) Follow the 1-day course “Conducting Organizational
Assessments: Using the NQI Quality Fitness Test”. This 1-day session costs $295.00
and is given by the NQI. (You must follow the 2-day course on the Framework first.)
The 3rd session will be given on Thursday May 28, 1998
The 4th session will be given on Friday May 29, 1998.
3) Obtain the “NQI Internal Quality Assessor
Certification”. There is a $225.00 fee and certain conditions apply.

Axford Fellowship In Public Policy For Study and Travel In New Zealand
The Commonwealth Fund of New York invites applicants for the 2001
Ian Axford (New Zealand) Fellowships in Public Policy. The deadline for the receipt of
applications is March 15, 2000.
The fellowships give outstanding American professionals at a
mid-career level the opportunity to study, travel, and gain practical experience in public
policy in New Zealand, including first-hand knowledge of economic, social and political
reforms, and management of the government sector. The program aims to reinforce New
Zealand/United States links, improve public policy development by the cross-fertilization
of ideas and experience, and build up a network of public policy experts on both sides of
the Pacific.
Applicants must be U.S. citizens and have at least five years
experience in their profession. There are no formal age limits, but the focus of the
fellowship is on mid-career development, and successful applicants are likely to be in
their late twenties to early forties. Candidates’ proposals for study while in New Zealand
may address any field of public policy, including education and training, welfare reform,
health, crime prevention and enforcement, community development, youth and families,
workplace and employment issues, policies related to indigenous peoples, environmental
policy, public sector reform, tax policy, local government, information technology,
science and technology, telecommunications, public utilities, and program evaluation in
the government sector.
Each fellowship includes roundtrip airfare to New Zealand for the
fellow, a dependent partner and/or children to age 18 years, and a monthly living and
travel allowance. It is expected that candidates, where possible, will be on full or
partial paid leave from their places of employment.
